I offer zinc plated #10 USS flat washers in 1000 piece packages for $32.00 / package.

I recommend using #10 x 1″ hex head sheet metal screws with #10 USS flat washers for holding your rail to the ties. They give you a lot more surface area to hold the rail down versus regular pan head sheet metal screws. The hex head screws will also be easier to remove later on as they become rusty, compared to Phillips head screws.
